Our Leadership

Our leadership team comprises experienced professionals who have a deep understanding of the engineering and consulting industries. Our president and founder, William H. Armstrong, has over 38 years of experience in engineering and has founded the company. Our senior water resources engineer, Josh Letourneau, has over 19 years of experience in stormwater capital projects and pond rehabilitation. Our project engineers, Russell Parker, Will Armstrong, and Emily Fender, have extensive experience in water resources engineering, structural design, and CAD drafting.
