Freeman-Millican, Inc. (FMI) is a Texas Engineering Firm REG NO. 2827, established in 1987 by Larry Freeman and Terry Millican. Since its inception, FMI has been dedicated to providing top-notch engineering services to cities, water and utility districts, and other public agencies in the North Texas area.

• Michael Stacey, P.E.: Mr. Stacey has completed numerous projects throughout Texas and specifically the North Texas area, with over 28 years of experience in civil, geotechnical, environmental, and materials engineering.
• John Gattis, A.I.A.: With many rewarding years of experience designing architectural and public works facilities, Mr. Gattis has worked as a design team member and project manager on schools, governmental buildings, churches, and commercial architectural projects.
• Victor Acuy, P.E.: Mr. Acuy has contributed in the analysis and design of water distribution, sanitary sewer, and storm sewer systems for the cities of Sherman, Forney, and Palmer.
• Mark Hill, P.E.: Mr. Hill has provided many years of providing engineering and consulting services to public clients, including engineering consulting to municipalities for review of Plats and Engineering Plans for developments.
